Mexican Institute of Industrial Property
(Instituto Mexicano de la Propiedad Industrial (IMPI)

SECOFI - Under Secretariat for the Promotion of Industry and Foreign Trade
(Subsecretaría de Promoción de la Industria y el Comercio Exterior).

Based in Mexico City, this Secretariat provides information on tariff schedules. Studies tariff schedules based on national product competitiveness. Recommends increases or decreases on specific tariffs.

There are 4 Units of significance to foreign businesses:

General Office of Standards (Dirección General de Normas).

Responsible for establishing and operating information services and following up on the implementation of Mexican Official Standards (Normas Oficiales Mexicanas - NOMS), Mexican laws as well as International Regulations.

General Office of Foreign Trade Services ((Dirección General de Servicios al Comercio Exterior).

Provides import and export licenses, certificates of origin and information on the Pitex program (a tax incentive program for temporary imports used to manufacture export products).

Unit for International Trade Practices (Unidad de Prácticas Comerciales Internacionales).

Investigates the anti-dumping, anti-subsidies and safeguard laws applied to imports according to article 8 of NAFTA.

General Office of Industry (Dirección General de Industrias).

Responsible for deciding and authorizing the entrance of imported goods, subject to import quotas and other barriers, into Mexico.
