UNCOMMON HIGHWAY SIGNS

Between Saltillo and Monterrey, there are a couple of those paternalistic highway signs that I don't understand. Both of them say something like "No prenda fuego en el pavimiento" which looks to me like "Don't build a fire on the pavement." I for one would not do that, but someone must. Does anyone know what the issue is? Or am I misreading the sign?

Last month I saw signs from Nogales to Troncones that read something like, "No deje las piedras sobre el pavimento." It took me several days to figure out that it was telling people to not leave rocks on the road.

Sometimes when a truck breaks down, the driver will do that in lieu of a flare. Trouble is, it cracks the pavement.

Also watch out for stacked rocks (usually 3) on the pavement, it may mean there's a stalled vehicle on the road just around the bend. People improvise with what they have.

The stacked rocks can also signify there WAS a broken down vehicle ahead. It’s long gone but the rocks remain. I find the rocks to be more dangerous than the broken vehicle, especially at night.
