Looks like Telmex is out to make life difficult for VoIP services. This article (original Spanish below) appeared in today's La Reforma:

Contracts for Prodigy Infinitum from Telmex, Internet service provider with 63% of the market, prohibit clients from contracting with other operators to make telephone calls via broadband.

Under Clause 18 of the contract it has with its clients, Telmex strictly prohibits making calls via Voice over IP (VolP) on its broadband network. As a result, users lose the opportunity to get rates up to 30% lower. In contrast, in countries of the European Union, the U.S. and Chile, users of broadband services have the right to contract for VolP services from entities other than their ISP.

Jose Luis Peralta, commissioner of Mexico’s Federal Telecommunications Commission (COFETEL), gave assurances that they are working on a regulation ensuring that there are no restrictions on the use of Internet access.

The government official explained that, “Under the law now, there is nothing that allows us to prevent Telmex from doing this, but part of the tasks we must undertake with technological convergence is to see that there are no restrictions on access, that the user must have the right to contract for the services he desires…”

The commissioner advised that what the law prohibits is a company rendering telecommunications services without having authorization from a regulatory agency. In the case of Skype, which is a provider of telephony services over the Internet that charges for its services without having authorization from a regulatory agency, experts agree that the legal prohibition on users of Prodigy to make this type of telephone call can only be the first step by Telmex to take over this market, blocking access and only offering it by means of its own equipment.

Jose Luis Peralta, comisionado de la Comision Federal de Telecomunicaciones (Cofetel), aseguro que estan trabajando en una reglamentacion para que no haya restricciones en el uso del acceso a Internet. "En la lay ahorita no hay nada que nos permita impedira Telmex hacer eso, pero parte de los trabajos que tenemos que hacer con la convergencia tecnologica es que no haya restricciones en el acceso, que el usuario tenga derecho a contratar el servicio que quiera", explico el funcionario.
Lo que si prohibe la ley, advirtio el comisionado, es que una empresa preste servicos de telecomunicaciones sin contar con una concesion o permiso. En el caso de Skype, que es un proveedor de telefonia a traves de Internet que cobra por sus servicios sin tener autorizacion del regulador. De acuerdo con especialistas, la prohibicion legal a usuarios de Prodigy para hacer este tipo de llamadas telefonicas puede ser tan solo el primer paso de Telmex para aduenarse de este mercado, bloqueando los accesos, y solo ofrecerlo a traves de sus equipos.

This is definitely not good news.

So, the next question is, "Who are the other providers that constitute the remaining 37% of the market?" And, Are they beholding to (clients of) Telmex as well?"

A nice reply to money hungry Carlos (the fatso) Slim would be to move to Megacable or any other internet provider.

That would be an answer, except for many of us cable is not available in our area. It took us two years to get a phone!!!!

Anyone have recent experience trying to use Skype between Mexico and US?

Can anyone with Telmex/prodigy or other high speed cable service in mexico comment on results of using skype?

I have found dial up works fine for paltalk and skype between US and Mexico.

High speed cable between Mexico city and USA works for Paltalk and Skype, and high speed cable between Morelia and USA works for Skype but not Paltalk. I have been on the USA end of these calls and do not know the ISPs at the Mexcio side.

I talked to a friend in North Dakota tonight using Skype (he has it and so do I). My sister called me today from Kansas City using my SkypeIn number. The other night I talked half an hour (Skype to Skype) with my sister-in-law in Papua New Guinea. I've also used Skype to Skype here within our city. This is using Telmex/Prodigy Infinitum.

A travelling pocket skype device that I am hoping will let me drop into any internet cafe in Mexico and make a call to another Mexico number or the USA. Or from a friends home computer. Etc...

I already have a Skype phone USB headset) that lets me call landlines or cellphones around the world from my home computer using skypeout, but of course skype needs to be loaded and configured on my computer, so this is not a good travelling solution.

Imagine a device that lets you drop in an internet cafe and make a call. Not more searching for a phone kiosk in Mexico, signing in with the attendant, waiting for a booth, and paying a steep price.

We'll see if it really works. After moving to Mexico I think the Skype handset that connects to my home computer is the best choice for day to day calling, but of course to recieve an incoming call Skype won't work because Mexican inbound skype numbers are not to be had. No surprise there Mr. Slim!

So if outbound calls (to landlines or cellphones) from Mexico are made cheaply using skype, what would be a good way to get an inbound number? Aren't cell phones expensive on mexico for the callers? Are we stuck with the local telephone service for inbound calls when a Mexico number is needed?

Whistler, your original post is a little bit confusing to me in the terms you used. High-speed cable Internet service usually refers to high speed Internet services provided by a cable TV provider, not high speed DSL service provided by a telephone company such as Telmex over telephone wires.

Cable (TV) Internet service is not available in all areas of Mexico yet. If you live in an area where you can get high-speed cable Internet service, Telmex has nothing to do with your service. They can’t touch you. It’s also much cheaper than Telmex Infinitum high speed Internet service is, at about half the cost per month.

I use high-speed cable service here in Cuernavaca provided by Cablemas. http://www.cablemas.com/02b_paquetes.html Click on the map or the crecimiento button on the left side to see the areas served by Cablemas. I pay just $368 Pesos including all taxes, per month for 1.3 Gig download speeds, and 256 upload speeds, in addition to my monthly cable TV service cost.

We use Vonage VOIp to make all of our International, and most of our domestic long distance calls here in Mexico, with no interference from Telmex; they are out of the loop for us. Long distance calls here in Mexico using Vonage are about half of the cost that Telmex charges.

I also have Skype out loaded in my laptop to use only when we are traveling. I have made a couple of calls to The US as a test, using Skype out. It works great here with a cable Internet connection.
