In mexico, in an emergency, does one still dial 911 as a general emergency number?

Not 911. In most areas the emergency (police) number is 060. You should check your local phone book to verify the number for your area.

I believe 060 is the emergency number all over Mexico.

I was under the impression that 060 is the number to connect you to the local police department, and 066 is the number used for the "national emergency system". One of the inserts stuffed into the envelope with a new Telcel GSM SIM had the following list of standard phone numbers:

020 - long distance operator (domestic)
030 - time
031 - wake up call
040 - directory assistance
044 - caller-paid to cellular numbers (local)
050 - repair and complaints (local service)
055 - repair and complaints (long distance service)
060 - local police
061 - State police
066 - national emergency system
068 - firefighters
070 - community services
071 - electric service (power grid)
072 - reports and complaints for public services
073 - water and sewer services
075 - orientation and support to personal integrity line
077 - information on elections
080 - emergency services
090 - international operator

I am sure you are correct, but I would say that probably most dialing 911 in the U.S. or the emergency number in Mexico are try to get local help and are not reporting a national emergency, Therefore, I believe that 060 is number to call here, that is the closest to 911 in the U.S. Maybe even 080.

In Irapuato, Gto. 066 is the equivalent to 911.

I haven't tried it but I wouldn't be hugely surprised to find, at least on the cellular side, the number was backed by an automated system which simply has you key in the desired time for an automated wake-up phone call, and for which they'll happily bill your account for a few pesos. On the SMS service side they offer probably 17 flavors of the "joke of the day" which they'll text you with at a peso a pop.

On the plus side, Telcel does manage to handle time-zone changes on their phones with a good deal more aplomb than AT&T Wireless, who seems to think that all trips terminate in Anchorage Alaska.....
