Electrical ground in Mexico?

What is the national standard for grounding a residence? I believe that it is a ten foot rod in the US, but I've heard of only four footers SoB. What are the grounding procedures for telephone and cable installers? Do they use the same ten-guage sheathed solid copper or eight guage bare aluminum as they're counterparts NoB?

CFE requires the ground rod at the electrical service entrance to be at least one meter. It is not common for the ground to be extended into the house -- uncommon to find a 3-prong receptacle.

I have never seen a cable or telephone installation grounded in my town.
