I suspect that the availability of broccoli is in response to the large norte americano population in Guadalajara. I have lived for several years in Chiapas and now live along the Texas border in Acuña, Coahuila. I don't think I have ever seen (and certainly have never bought) broccoli in a local Mexican mercado. Just say thanks, steam it lightly, and drench it in butter and lime juice!
