Speaking to a stranger on the telephone, I would address her as Usted. If you feel a more personal mode is required then Señorita is always safe. If she is a Señorita then it´s appropriate. If she isn´t, she´ll feel flattered. Win/Win. The term *Seño* as someone suggested is an abreviation that is used primarily (in my experience) by street vendors.

Rolly, you´re translating 'seno' not 'seño'. Though I doubt you will find 'Seño' in a dictionary. It's an abreviation for Señor/Señora/Señorita used on the streets.
