Difference Between LLegar and Venir

At work today, I asked: "¿Ha llegado Leo?" The person I asked, answered: " No ha venido".

What precisely is the correct usage of the two words?

 Hello Brent,

Llegar means to arrive
Venir means to come

In this case, either word can be used in either sentence.

You asked if the person had arrived.
The response was that He had not come.

The choice depends on the person and the region. There is no grammatical rule which prefers the one or the other. Perhaps Sr. Quevedo who lives in Guadalajara has a different understanding. Here in Zacatecas there is absolutely no difference.

Pero sí hay una diferencia. Llegar significa arribar (to arrive) al final del camino; venir (to come) denota la acción de ponerse en movimiento. Una persona puede venir en camino, pero no ha llegado todavía.
