I have noticerd that my fonteñero (welder) uses neither gloves nor eye and face protection when welding. Is this normal in Mexico?

I think that he welds with eyelids closed and the bright arc lets him see the workpiece through closed eyes. However, his skin shows the effect of years of no skin protection. He is now a moreno. He is doing ok otherwise for his age except for an alcohol problem.

I live with a family of welders, and I see the non-use of protection all the time. Drives me crazy.
