The IMSS payments are calculated on the basis of what you pay the workers, not the legal minimum wage. Sometimes IMSS inspectors visit jobs and interview workers to verify that the reported wages are true. You will get a bill from IMSS every month for health insurance and other IMSS functions. Every other month you will get a second bill for the housing fund. You must pay these bills at a designated bank. There is a late fee. At the end of a new construction job, an IMSS inspector will visit the job to measure the building and calculate the minimum amount of payments that the IMSS thinks they should have gotten from the job – they have formulas for different kinds of buildings. If you have paid that much or more, they'll close out the job. If you haven't paid enough, they'll send you a bill. I did not know about that rule when I did my new construction project. Because we had a lot of donated labor by me and family, our closeout bill was very high -- a hell of jolt! You will need help in dealing with the IMSS – it is not a do it yourself task. $100 pesos per worker per month sounds high. Shop around. Talk to accountants who do this for a living. I don’t remember what we paid our guy, but it sure wasn’t as much as your lady is asking. Good Luck, Rolly E-visit me http://Rollybrook.com On Facebook as Rolly Brook
