Made a mess of Saltillo tile!

I live in Florida. My grandson and I recently laid Saltillo floor tile. I hired a nice Mexican man to grout because I was too tired to do it. He told me he had done it before and really needed work. Well, it's a terrible mess, rough, too much in places, too little in others, streaks of grout on the tile, now hardened. I've tried sanding the whole thing but I can't get anyplace. Does anyone know of a solvent for grout, which seems unlikely, or must I drill it out? Depressing!
