For starters you will need a building permit from the city. If you are going to act as your own contractor, you will need to register your project with the IMSS -- the social security office. Even with a contractor, it may still fall to you to register; you’ll have to work that out with your contractor. Dealing with the IMSS is not easy. You really should have an attorney or an accountant to guide you in setting up an IMSS account. In the long run, IMSS may turn out to be your biggest headache. When the building is ready, you will need to talk with the immigration folks to get permission for you to operate a business. Then you will need to deal with the city to get a license for your business. And of course you'll have to go back to IMSS to set up another account for your business. You will probably need more professional advice about taxes. How’s your Spanish? Without good Spanish skills, you will need a reliable partner to help you.
