Anyone pull Tulum Municipality Permits/SEMARNAT Lately

First, I would like to say I just found this site and it's great! Hopefully, with all the very knowledgeable folks and posts it will be a great resources for our upcoming home building project in the Tulum/Akumal area.
We have received conflicting advice from our architect and an area home builder on the SEMARNAT environmental impact study requirements. One party insists that's the study is only required form waterfront homes, while the other insists that it's required for all construction. Our lot is zoned single family residental. Anyone with insight on the requirements or if they vary municipality to municipality would be appreciated.
Additionally, I would like to chat with anyone who has pulled permits from the Tulum municipality.
