If your registration does not show a lien holder and only lists you I believe you'll make it. A title has never been required on my crossings. Different states and Canada have different systems

Our experience with the lien holder's letter is strictly based upon obtaining a vehicle permit at the Mexican Consulate in Albuquerque and it was definitely a requirement there. However, I have looked at the Banjercito web site:
http://www.banjercito.com.mx/site/siteBanjer/framesHome.jsp?hd_ligaContenido=iitv/con_iitv.html&hd_ligaSubmenu=iitv/sub_menu_iitv.html
where you can order a vehicle permit online and have it mailed to you. To my interpretation, they do not require a letter.

As far as Mexico vehicle insurance goes, my experience has been that there is a box for a lien holder declaration but that in itself does not preclude you from obtaining insurance. It does make sure that you have adequate coverage to satisfy the lien holder. We have typically used: www.mexadventure.com or gone through the COSTCO membership site to obtain insurance.

We have been getting letters from our credit union since 2006 when we bought a new van. The first time I went to get a letter, the clerk turned me down, saying I needed to do this and that, and clearly didn't have a clue. Tried to tell me my Mexonline insurance was no good because the insurer was Mexican and was no value to them, didn't understand that a Mexican-based insurer is the *only* insurer of value to them for driving in Mexico. So I just went to another branch and the clerk promptly printed me a letter. Moral: if you don't like the answer one person is giving you, ask someone else. You might get a better result.

This "letter" was printed on a laser printer on letterhead but honestly I could have printed something that looked more official myself. It was a short letter describing the vehicle (incl. VIN) and authorizing us to use it in Mexico on the specified dates. The first year we got our car permit in Nuevo Laredo, and they took the letter along with the other docs, but didn't seem to give it more than a cursory look, certainly no verification.

Because that time involved a 2 hour long line, we have since been getting our permit online. Costs a bit more, around $50 instead of $27, but arrives by Fedex within a week and no paperwork is sent in advance. They ask you to mail/email the required docs (technically, same documentation required) but we never have. Simply forgot the first time and was worried we would be denied a permit the next time but when nothing happened we simply haven't bothered with it. Having the permit in advance is well worth the cost in peace of mind, not having to deal with a long line or worry about some unexpected bureacratic "problem".

Like I said, try a different branch. It might help to present a copy of the old letter so they know exactly what you want and can use it as a template. I think the person who turned us away simply didn't know what to do and didn't want to interrupt her daydreaming to find out. There really is no reason for them to deny you permission as long as you have adequate insurance to cover the loan.
