car permits owner has no drivers lic

HI,
I've done some searching through this site. Lots of very good info, but I've not seen a reference to my question. I have a friend, :o) sister, who is planning a trip, Nogales <-> Ixtapa. The car they want to take is, as I understand it owned by/registered to a friend. The friend does have the required credit card for fees/deposits etc, but due to medical conditions does not have a drivers license. Friends late spouse did the driving.
I have suggest sister gets friend to write up a notarized paper allowing sister and husband permission to drive the car, even though friend/owner will be along, as a just in case.

But, can the friend get the necessary permits with the title, registration, credit card, but without a valid drivers license?
Or will sister need to get the permits in her name as she has a valid drivers license?
Anyone have any experience or pointers to offer?? Thanks, Leroy

Interesting question.
If the owner is present, a letter is not required to have the car registered by someone else. I have seen 'official' Mexican web sites that list a license as required and others that don’t. In my own case, I have registered cars twice and was not asked for a license. I don’t think you’ll have a problem. Since the owner is not going to drive, I would suggest registering the car in the name of the main driver.

My personal experience is two-fold. I got my initial permit via my FMT through Nuevo Laredo, and they did not ask for the license there. However, when I received my FM3 in Mexico City, I was asked for the driver's license.
