The quickest route is via Aguascalientes, Zacatecas and Saltillo. The route with the most 4 lane roads is via San Luis Potasi.

If you are a little adventurous, don't mind a little extra time, and want to save some $ on tolls, just take hwy. 54 north from Gaud. and tackle the infamous barrancas. Leave early in the morning and you can be at the Texas border by the evening. But if money is no object and time is a consideration, Warren's recommendation is best.
Laredo and Reynosa are about equi-distant from Monterrey, so the consideration is where will you be going from the Texas border. Reynosa would be the choice only if you are heading to the Texas Gulf Coast or somewhere close, below Houston. Otherwise Laredo is probably the best choice.

Hello,
Laredo is about 15 minutes closer to Monterrey than is Reynosa. Also, the route to the bridge is more direct. One can get lost in Reynosa following the international bridge signs.
Tolls run almost exactly the same. And both routes are quota and four lane from Monterrey to the frontier. There are free routes both ways as well, but don't take them. They are dangerous from the heavy truck traffic.
Warren is right. Where do you want to go in Texas? If the trip is just to the frontier to renew papers, shop or continue North, then Laredo is the place. If you want the beach or East then McAllen is the place.
Also where are you coming from? If Lake Chapala or East Guadalajara, then probably Guadalajara to Aguascalientes via the quota. Zacatecas, Saltillo, Monterrey bypass and Laredo. If from West Guadalajara, Colima, Puerto Vallarta, then up either of the canyon routes to Zacatecas, Saltillo, Monterrey, Laredo or Reynosa.
In no case do you want to go to San Luis Potosí. From either Zacatecas to SLP or Aguascalientes to SLP there is about 2 to 2 1/2 hours of direct to the East two lane highway that does nothing but drop you off into SLP on the main Frontier-Mexico 4 lane highway to Saltillo (Ramón de Arizpe) through Matehuala. True, it is 4 lane, but not in terribly good condition, and the traffic is horrendous. If you go directly to Zacatecas 4 lane about 1/3 of the way from Aguascalientes and then to Saltillo you will save at least two hours, possibly more, and not have the fight with the traffic. Once you reach Saltillo, in either case the trip on to the frontier once you get down the canyon and onto the bypass to either Laredo or Reynosa is all quota.
