I think this is interesting advice. Aren't victims who are killed from gun fire dead? How do they make the call?

Well, they didn't do a very good job of writing it, but I believe what they mean is that some were
shot at and escaped...and some others were shot to death.

For example reports on the recent road block on the way to PV stated that one man tried
to run the blockade and was shot in the shoulder (shot at) but not killed.

I think what they are trying to say is don't run the checkpoints but do whatever the bandits say in order to stay alive (e.g. surrender your car and belongings) then report it to authorities afterwards.
