It looks like the only real option would be to take MX-2, which according to the map is a cuota from Tijuana to the Colorado River, and then free carretera principal the rest of the way. I'm not familiar enough with the toll booth location names to tell for sure, but from the SCT webpage linked below, my guess is the tolls total to about $344 MXP for a passenger vehicle. (Note the webpage is for Guadalajara to Tijuana, naturally only the latter portion of the route would be applicable).

Unless there is a reason he can't enter the USA, I would us USA freeways to do this trip. San Diego-El Paso is 725 miles.
Cheers

: Unless there is a reason he can't enter the USA, I would us USA freeways to do this trip.
Based on the line "My husband and I are planning our trip to Juarez for his visa interview." I was working under the assumption that said husband couldn't enter into the US yet (why the interview location request on the application wasn't made for Tijuana is an unanswered mystery). If US entry is an option, I'd definitely opt for US Interstate 8 to outside of Phoenix, then US Interstate 10 the rest of the way in preference to MX-2.

only in Juarez

There are various American Consulates but only the one in Juarez grants the interview and subsequent visa. It doesn't matter if you live in Chiapas, you gotta go to Juarez, so include at least one trip to Juarez in the immigration budget. I say at least one as there is no guarantee that the visa will be granted.
