TIP and Mexican Ins

Hi there, can anyone tell me if you need to purchase Mexican car insurance to get your TIP or can you get it after applying for the TIP online?

Apparently later, after, I came back down last week and got a new TIP and no question of insurance asked. I was at Bridge #2 at about 6pm Tues, only 2 people ahead of me, very smooth, fork over the deposit and the fee and you're gone.
