We just completed a trip from Guatemala through Mexico with our cats. In contrast to our previous trips through Mexico with pets where they were more or less ignored, this time was very different. Here is what we experienced:

1. At the border crossing where the car was fumigated a custom's official came to the car and asked for shot records and health certificates (which we had)

2. At 3 of the 5 Military stops, we were asked to produce the documentation for the cats.

3. In Tampico we were stopped by the police (no surprise there). They not only wanted to see the animal documentation but also wanted to see proof that the car had been fumigated (we had the receipt).

Can you explain what you mean by the car having to be fumigated? This is the first I have heard of this. I am guessing it is because you came from Guatemala. Would it be the same if it were a dog?

The Exterior (bottom and tires) of vehicles entering from Guatemala are sprayed with a mild bleach solution whether or not there is an animal in the vehicle.
