New driving restrictions in DF

According to a story in La Jornada http://www.jornada.unam.mx/...-vigor-el-1-de-julio there are new driving restrictions on Saturdays in Mexico State and DF.

1st Saturday of the month - Plates ending in 5 & 6 can't drive
2nd Saturday of the month - Plates ending in 7 & 8 can't drive
3rd Saturday of the month - Plates ending in 3 & 4 can't drive
4th Saturday of the month - Plates ending in 1 & 2 can't drive
5th Saturday of the month - plates ending in 0 & 9 or a letter/unassigned number won't be able to drive.

I’ve also heard the rumors about D.F. expanding it’s ‘Hoy no circula” program, but haven’t found anything official yet. But the following article, in a website called “PortalAutomotriz” also looks reliable. The article is in Spanish.

These changes go into effect on Tuesday, July 1st.

But in addition to the Saturday issue, there is another point that would affect people driving to the D.F. (including the Estado de Mexico) from other parts of Mexico.

Monday through Saturday, cars with plates from outside D.F. or the Estado de Mexico cannot drive between 05:00 to 12:00. There are two exemptions from this policy. First, cars from outside the metropolitan area that go to a verification facility within the metropolitan area and get a 0 hologram. Second, cars that have an emissions verification sticker from states that have a formal agreement with D.F. to recognize their verification program. According to the article, at this time only Hidalgo has such an agreement, but Puebla and Queretero are about to sign agreements with the D.F.

Like I said at the start, I haven’t found this on an official government website yet, but the article looks legit. And I’ve heard on other forums that the new posters regarding the extention of the “Hoy no circula” program to include Saturdays have already gone up at toll booths around the area.

I can't speak to the beginning paragraphs that you wrote, but this part of the information you've posted here is accurate. La Voz de Michoacán printed a two-page article about it a couple of weeks ago. So far, Michoacán has not received reciprocal status with the DF emissions testers, although the state is still working on that.

Right now, the only solution for those from other states (including cars with plates from outside the República) who want to drive in the DF are to take the car to an emissions test facility in the DF at a time and on a day when that car is allowed to drive in the city. It's complicated, but do-able.

Or just don't drive in the morning, which is probably what we'll opt to do when we go through there next month. Keep in mind that the restriction is M-S, from 05:00 to 12:00.

The new regs go into effect today. We're still seeing slight variances in what's reported regarding the regs. I guess it will eventually sort itself out. In an article in the online El Universal, they are now reporting that the restrictions on out of DF/Edomex plates is 05:00 to 11:00 (instead of 12:00).

They are also reporting that the fines for this new reg will be 1,011 pesos in the D.F., and 1,516 in Edomex, but that they won't start charging the fines until September(?).

Article reads in part: "A partir de hoy, los vehículos con placas foráneas y del extranjero no circulan de cinco a 11 de la mañana a menos que cuenten con el holograma cero o doble cero, requisito que podrán obtener si verifican de forma voluntaria en los verificentros de la zona metropolitana.

Además, el próximo sábado comenzará a operar el Hoy no Circula sabatino que afecta a los carros con holograma dos. El calendario para este programa será igual al que opera entre semana. El primer sábado de mes descansarán los autos que dejan de circular el lunes, esto es, los que tienen engomado amarillo y terminación de placas 5 y 6. El segundo sábado no circulan los de calcomanía rosa y matrículas que los últimos números sean 7 y 8, y así sucesivamente.

Tanto para las restricciones en la circulación como para el No Circula sabatino, las multas comenzarán a aplicarse hasta septiembre y serán de mil 11 pesos en el DF y de mil 516 en el Edomex, a pesar de que de manera oficial la circulación para los autos con estas características será restringida desde este martes.
