But in addition to the Saturday issue, there is another point that would affect people driving to the D.F. (including the Estado de Mexico) from other parts of Mexico. Monday through Saturday, cars with plates from outside D.F. or the Estado de Mexico cannot drive between 05:00 to 12:00. There are two exemptions from this policy. First, cars from outside the metropolitan area that go to a verification facility within the metropolitan area and get a 0 hologram. Second, cars that have an emissions verification sticker from states that have a formal agreement with D.F. to recognize their verification program. According to the article, at this time only Hidalgo has such an agreement, but Puebla and Queretero are about to sign agreements with the D.F. Like I said at the start, I haven’t found this on an official government website yet, but the article looks legit. And I’ve heard on other forums that the new posters regarding the extention of the “Hoy no circula” program to include Saturdays have already gone up at toll booths around the area. Regards Ed I can't speak to the beginning paragraphs that you wrote, but this part of the information you've posted here is accurate. La Voz de Michoacán printed a two-page article about it a couple of weeks ago. So far, Michoacán has not received reciprocal status with the DF emissions testers, although the state is still working on that. Right now, the only solution for those from other states (including cars with plates from outside the República) who want to drive in the DF are to take the car to an emissions test facility in the DF at a time and on a day when that car is allowed to drive in the city.
