Rolly, is the camera pointing north or south? And where (and when) was the photo taken? What is the source?

I ask because to me, it looks Photoshopped and very weird. What, exactly, is that "Monterrey" sign hanging from?

The vehicles in the line are heading south towards Monterrey. The photo was taken on Hwy 85 between the Coloso interchange in south NL and the intersection with Hwy 2. It is about 4-5 miles north of the checkpoint/aduanas station.
