Debit card at the border, insurance

Hi,
I'm sure both of these have been covered here before, but refresh my memory please those who know...
I'm planning to drive across at Brownsville/Matamoros in one month, can I use a Visa Checkcard instead of a credit card to get my car permit? And, is Mexican auto insurance legally required or just highly recommended?
Muchas gracias

Yes, you can use your Visa checkcard.
You'd be out of your mind to drive in Mexico without insurance. In the case of an accident, uninsured drivers go directly to jail! A sure way to spoil a vacation.
