Car Permits?

Is it necessary to turn in car permits when crossing the border several times?
Example we got our permit and crossed into Mexico November 2nd 2008 turned in our permit and crossed back into the U.S. May 4th 2009 .
Now here is the question.
We will probably get a new permit and cross back into Mexico November 2nd 2009, was it necessary to turn in our old permit?
We have our FM 3'S

You don't have to turn in the permit, but if something happens that you cannot return in that car, you will wish you had turned it in.

There have been so many stories from folks who got into that situation and the agonies they had getting the old car off the computer.

Personally, I would not leave without turning it in.

As long as you turn in the permit with the car you will be fine. The problem comes as Rolly says if for some reason you can't return in the same vehicle to the border to turn in the permit. It is a cumbersome process to legally cancel the permit without the vehicle. In Nuevo Laredo there is a big market for under the table cancellations for Mexican nationals who leave vehicles in the interior---the going rate is about $300 US.
