Can I cross into Mexico with just the application for the title and registration?

I have just applied for my title and registration; however, I was informed that it will take six weeks for it to arrive. I want to have the title forwarded to a relative's house, and I need to get on the road in about two weeks. Will it be possible to cross the border with my application for title and registration receipt? I have looked at Banjercito's web site, but it's not really clear on this issue. Thanks in advance for any help you can provide.
