We drove that route last September.
Yes I-15 is the fastest route for you. For 89, the factors are: weather and interest.
We took the 89 route through Bryce canyon and on down to I-17 - spectacular.
We went past the I-70 junction and then cut over on the short 20 route which joins 15 to 89.
If you haven't done the Canyon you can spend an extra night and take the 60 and 184 circle route well worth the time.
If there is snow I would reconsider the 89 route completely.
Another suggestion is to avoid Nogales entirely.
Try the Sonoyta crossing (see earlier thread. )
When you reach Phoenix, just take the western side by-pass and head west on I-10 to 85 and turn south. If you look at the map, you see that either route is a loop. But the Nogales crossing and getting through Nogales itself can be a real pain.
