I don't know if it's a federal, state or local program but Mazatlan now has a new agency, located in the Palacio Municipal that handles all the paperwork for new business'. They walk you through EVERYTHING and are very efficient. They will take you in THEIR car down to Migracion and walk you through changing your FM-3 to the appropriate classification. It's an amazing bureaucratic change.
