Are you going to be living in Juarez? If so, I would recommend a mail box in El Paso, such as Mail Boxes Etc. We live just across the border in Acuña but have our permanent address at a private mail box site in Del Rio, Texas. It works very well for us. Only problem: they do not permit us to register to vote in Texas based on that local address.

If you are expecting a lot of mail from the US or your corespondence is time sensitive, a US address is much faster and more dependable and probably cheaper.

If you will need a forwarding service to someplace farther south in Mexico, you can probably also use Mail Boxes Etc. for that. When we lived in Chiapas we had a box in Tuxtla Gutierrez and also one in McAllen. The arrangement was all set up from their office in Chiapas. It was expensive in Mexican terms (about $35/mo for the two boxes) and although the shipment of mail from McAllen was via air, it still took about two weeks for mail to arrive.

I had my mail forwarded from the U.S. to my home Puerto Vallarta via MailBoxes Etc/UPS Store. They shipped it weekly via Airborne Express (billed to my Airborne account.) Another option was for them to ship directly to MBE in Puerto Vallarta where I could pick it up.
