Driver's licenses are a state matter, and the rules do vary from state to state just like in the USA. The best way for you to get correct information for your situation is to go to the local office and ask about their rules.

In my case in the state of Durango, no one was interested in my FM3, but they wanted proof of my address. Since I had a valid California license, I was not required to take the written or driving test. I understand from other posters that some states would have required me to take the tests.

In the state of Jalisco, they made me show my FM-3, proof of address, pass a written exam and driving test. Like Rolly says, probably varies from state to state and maybe even within each state.

In Sinaloa you have to have an FM-3 to get a drivers license and to register a national car. I can't remember exactly what other stuff was needed but at the state offices building, they have a handout that lists the requirements and costs.

In Nayarit I didn't need a FM3 to get my drivers license. They asked me one question-what a certain road sign meant.

In Tamaulipas, they offered me a drivers license for the unexpired time on my FM-T - at the same price as for an FM3.
They didn't seem interested that I had UK license or whatever - cynical Mexican wife says they're only interested in the money!

Pat,

What did you need a Mexican drivers license for, if you already had a UK one on a FMT?
