Aduana News re: Car permit and the FM3

Just returned from our quarterly kamikazi shopping trip to McAllen, Texas via the Cd Victoria route. On the return leg, the Aduanas at the 20 mile or so point south of Reynosa on Hwy 97 were very courteous, as usual (in spite of the 43 degree F temperature at 7 am). One of the two men nicely requested that the next time we crossed over into the U.S. and returned to Mexico, we must have our old car permit renewed. He explained that so many misinterpreted the Mexican law (as we did) that a valid FM3 means a still valid auto permit after leaving and returning, when actually that holds only for travel within Mexico. So I didn't try to show him my copy of the law (which actually proves him correct) since most Aduana stops will look at the copy and wave you through. FYI - He said that the Aduana will be educated soon on the real requirements so that abuses (accidental or intended) will not happen.
