What is prefix to call Mexico from USA? 011 52????

When calling a mexican cell phone from the USA do we dial:

011 52 XXX XXX XXXX where the Xs are the cell number? Is it necessary to dial a 1 before the XXX XXX XXXX cell number since it is a cell phone?

For example, to call Morelia, would we dial:

011 52 443 XXX XXXX

or

011 52 1 443 XXX XXXX

or something else?

How about calling from a TelCel phone TO the U.S.?
We have a lot of accumulated airtime, and are thinking of calling to NOB, at least once that way.

Usually we use Skype, but there are often audio problems.
All generalities are suspect, including this one.

When we call from the U.S. to Mexico, we dial 011 52 (Area Code) + Number.

When calling from Mexico to the U.S. we dial 001 (Area Code) + Number.

For calling TO a cell phone in Mexico from outside Mexico:

011 - 52 - 1 - telephone number (10 numbers as in xxx-xxx-xxxx)

That "1" must be added after the country code so as to identify the following number as a cell phone.

For calling TO a non-cell phone, it is as always:

011-52-(10 numbers)
