The law in Mexico is fairly strict on immigration. In practice, a lot of folks with professional backgrounds manage to dodge, weave, hedge, whatever, if they don't mind doing things outside their fields. Being an academic, an artist or an entrepreneur with some cash helps. Having some cash always helps, anywhere. A year or so back, there was a peculiar spate of Argentine professionals wearing ties selling cheap trinkets in Mexican parks. That seems to have subsided as the Argentine economy has improved. Mexico has become tougher on migration, however, since 9-11 as it has tried to convince U.S. officials it is not a security threat.
