Uncancelled car permit

I have a friend living in the Puerto Vallarta area who just found out he has an uncancelled car permit and would like to clear his record. Apparently there is a form he can fill out to do this. Does anyone know where he can find this form (online or elsewhere) what the name of it is and where he sends it? He has his sticker and bill of sale from the old car. Can he do all this at a local Aduana office?

If the reason he has an "uncancelled" car permit is because he sold the car illegally in Mexico and failed to have the sticker scraped off by Aduana at the border, he has a problem. The wording on the importation permit is quite specific regards removing the vehicle from Mexico and having the sticker scraped off at the border by the officials. You need that receipt in order to import another vehicle. Temporarily imported vehicles with foreign plates cannot be sold while in Mexico. This is a different circumstance than if a vehicle is in a crash or is stolen in Mexico. That's where the paperwork you refer to comes into play. And even that is a huge hassle to sort out. Meanwhile he stands to be held responsible if that vehicle he turned over to someone else is involved in a fatal accident or worse, a crime.
