Time limit to convert to new format FM2

Apparently there is a rumor going around that a people have to convert their FM2 to the new card format. The INM website says there is no such time limit--in case anyone was worried.

http://www.inm.gob.mx/index.php

Update: Last year they were saying that the change from FM2 booklet to card was strictly voluntary for inmigrados. As the quote cited by gpkgto says, it was obligatory only if the booklet had to be replaced because it was lost or too tattered.

Fast forward to a year later; upon presenting my FM2 booklet at the airport when leaving and reentering the country (in June 2011), I was told I do need to get it changed to the new card. I was told that although there is no specific time limit, I should do it as soon as possible.

Has anyone here done this and can advise me how to get started? I understand there is no fee. But do you fill out the online INM form? I haven’t found any information specifically about this on the INM website. A Nov. 2010 bulletin (pdf) from the US embassy directed at US inmigrados in Mexico only mentions showing up at the Homero office with your passport and FM2 booklet.
