A few comments here. I was told by a lawyer that worked for The Federal Government here a few years ago, that every Gerente (general manager) of every Federal agency here has the legal right to change, delete, or modify every applicable federal law pertaining to his agency. It is fairly important to visit your local INM office to determine what exactly is required in your area. You are literally at the mercy of the lowest ranking clerk that waits on you. Do not try to use logic to prove anything here, it will get you nowhere. I was using my facilitator on another matter, Here in Cuernavaca, Morelos, when I mentioned to him that my Mexican wife had died on February 27th 2011. He then said I only had 30 days to report my changed status to INM from familiar to viudo (widower), or a fine would be levied. It was already over 30 days since she died, when he told me about it. I had to pay a fine of $2,900 Pesos. I never knew about that reporting requirement. I never knew, or was advised of that requirement here. Maybe it is a local requirement, I don't know. A couple of days later, he sent me an email with more bad news. I had to pay another $2,900 Pesos within the next 30 days for a new visa. The only good news was that my old visa was due to expire in November,2011, and the new visa doesn't expire until November 2012, so in effect, I just paid for my visa renewal a little early. The bad news is that I am now back to virtually my first visa, and I need to renew it three more times to be eligible for immigrado status, when I will only need to renew it every 4 years.
