If you need to fill out the new Formato Básico (formerly FM1), you may find this English translation useful. It's a PDF file that you can print it to take with you as an aid in filling out the real form which is in Spanish.

Tks for the info..

I completed the form for changing from FM-3 to FM-2 and got a registration number but was not able to save the document to my computer. Can I go into the INM site and put in my registration number in order to find/save the pdf file to my computer so that I can print it prior to my visit to the immigration office, or is it necessary?

My assumption is that my info is now in the INM system and that I can show up at the office in October and show them my registration number without the need of a copy, does that sound correct?

Also, when I went to open the basic form you provided it came up blank, not sure why? Maybe a different version of adobe?

Also, I was told that the pictures needed should be black and white not color, is that correct?

The file number should be enough.

Yes, but the file will self-delete after 90 days if it is not used by INM, so be careful. If you don't get there within 90 days, you may have to create a new file.

Told by whom? Only your INM office knows for sure.

You will also need to complete a Formato Básico.

Tks for the quick reply.

Again I tried the basic form link you provided but when the adobe pop up comes up it has a ? so maybe some incompatibility with my version and the version of the form?

You probably need to up-grade to Adobe Reader 8.

Be sure to use the Spanish version. The English version is just for translation reference.

The new forms you fill out to enter and exit ....wow! The type is so small that even with my portable reader I can't make it out. Happily the immigration agents at the border are gentlemen and when I explain I can't see it, they fill it out for me and show me where to sign. The print is tiny!

Thanks, but the INM in Bucerias told me to fill out an online form and print it out and bring it back to them. I just can't find the form online. Guess I'll have to go back and ask again.

IN New York they want proof of income. No matter what your bank accounts say they don't care if you have monthly income in the bank statements they want, letter from Social Security, or Pension letter, etc.

Quick Question. Since Mexican consulates do not issue fm3 any more they only issue visas attached to the passport, why would anyone do this? Since you have to go to Mexico anyway to get the Fm3 why bother going the the consulate for the visa? You can still apply for the fm3 in Mexico without the visa, so why bother. Now that Casa Manejas are no longer needed to import why bother getting the visa in the U.S.

I just completed filing for my first FM2 renewal under the computer system.
I found a few things have changed from last Spring when I made a test run for background information for my how-to article.
An updated version of my article can be found here.

I was surprised to learn that my INM office is one of those still wanting bank statements.
"Surprised" because they have always been very by the book.
The lady who runs that part of the office is super nice.
Rather than have me stand at the regular service counter,
she invited me into her office and rolled out a chair for me.
I brought the wrong size pictures (too big), so she got her scissors and cut them down to size.
When she gave me the sheet with the URL for checking on the progress of the application,
she said don't worry about that, your card will be ready next Friday morning.
This is the first time in 10 years that I have been given a date certain. And I believe her.

Thanks for all the good info, Rolly! Loved your book,too. Can someone tell me if the procedure for obtaining a menaje de casa remains the same? We'll be in Vallarta in May and June and plan to get our no inmigrante visas while we are there. Since the changes last year took effect do we still go the the consulate in the states to request the menaje? If we don't plan to move down until October, will we have to time the menaje request - I've read six months to make the move and somewhere else I read 90 days. Which is correct? Thanks for any direction you can give us

A cyber friend has brought to my attention that on my website I have left out an important step in getting a frist FM2.

The first time you get an FM2, you must register with the Registro Nacional de Extranjeros. You will use the same online form as used for the FM2 application, but the pull-down selections are different.

Laurakay, sorry to be tardy in answering your post. You have six months to apply for a menaje after you get an FM3. Then you have 90 days to complete the move. The real question is: Will the consulate give you a menaje? Possibly not. The menaje has been discontinued except for returning nationals, missionaries, and diplomats.

In the past, some moving companies have been able to use a copy of your FM3 to generate a kind of menaje that seems to work to get your belongings through customs without paying a duty. I do not know if that is still possible.

I used that form for the first time and when I used the "Conozco mi NUE" it knew me but I never had a chance to fill out the form.

So almost all the spaces were filled with asterisks. I assume they know the answers already so filling the form is not necessary.

I'm also entering my sixth year so should be applying for a new one after five ... but the computer didn't mention it

The purpose of the NUE is to fill out the form for you using last year's data.
An asterisk can be removed by entering updated information; otherwise. last year's info will be transmitter to INM.
The use of the NUE feature is optional.

I'm also entering my sixth year so should be applying for a new one after five
That was only with the old booklets which had room for only 4 renewals.
It's not an issue with the cards because you get a new card each year.

I've heard people say they need new proof of income, place of residence and other ID after the 5th year (starting over). Guess I still might but will see when I get there. Last year I needed almost nothng

Again, the fifth year is not a factor.
The "official" INM rule is that those documents are required only if there has been a change.
Some local offices have their own home-made rules.
My office still requires bank statements, but nothing else.

Must be right as usual Rolly. Entering my sixth year, today I just needed the INM website generated form, copy of the frist page of my passport, fotos and old visa card. Just short of a month to pick up new card here in Manzanillo.

Asked about time on FM2 to apply for Immigrante and she said 5 years.

Asked about when new rules come into effect and she had no answer. Girl at the next desk said maybe a year with a big grin

A few comments here. I was told by a lawyer that worked for The Federal Government here a few years ago, that every Gerente (general manager) of every Federal agency here has the legal right to change, delete, or modify every applicable federal law pertaining to his agency. It is fairly important to visit your local INM office to determine what exactly is required in your area. You are literally at the mercy of the lowest ranking clerk that waits on you. Do not try to use logic to prove anything here, it will get you nowhere.


I was using my facilitator on another matter, Here in Cuernavaca, Morelos, when I mentioned to him that my Mexican wife had died on February 27th 2011. He then said I only had 30 days to report my changed status to INM from familiar to viudo (widower), or a fine would be levied. It was already over 30 days since she died, when he told me about it. I had to pay a fine of $2,900 Pesos. I never knew about that reporting requirement. I never knew, or was advised of that requirement here. Maybe it is a local requirement, I don't know.


A couple of days later, he sent me an email with more bad news. I had to pay another $2,900 Pesos within the next 30 days for a new visa. The only good news was that my old visa was due to expire in November,2011, and the new visa doesn't expire until November 2012, so in effect, I just paid for my visa renewal a little early.


The bad news is that I am now back to virtually my first visa, and I need to renew it three more times to be eligible for immigrado status, when I will only need to renew it every 4 years.

Rolly, As with most things to do with the Mexican rules, I am confused.
I had an FM-3 booklet for several years and last year got the new card as part of my last FM3 renewal. I have to apply for something in the next 10 days. I assume it is either a new FM3 (non-inmigrado) card or move up to an FM 2.
I am leaning to an FM2. I assume I'll need bank statements, photos and passport copies but will there be any surprises in this? Like for the original FM 3 we needed a Marriage Certificate Apostile from Pennsylvania. I shouldn't need any of that right?
Can I do everything needed by following your website info?
(I did that last year and it was right on but this year I am moving to another type of visa).

OR-- by your comments on this thread, since there isn't a booklet can I
just renew my FM3 again for another year?
