Dang and pooh! Even back to 2003 and so what can we do? Will they put us in prison? O r will they hear our pleas and let us have a redo?

They are very gung-ho about their car rules. You will not win.

You have two choices: Have the other partner get this permit as explain already OR come back in the original car

We can't remember who was on the original registration and the original car is gone...gone. I was very ill when we came back and have been dealing with that all this time. This sems irreparable.

Decide who was the more likely to have done the paperwork and let the other try this time. If the computer says NO, then you can switch places. Remember, the person doing the paperwork must have a credit or debit car in his/her own name -- wife cannot use husband's card. The only way around that is to post a cash bond -- US$400 or less depending on the age of the car.

As I posted just now in the parallel thread before realizing there were two threads for the same topic, sometimes vehicles are imported jointly if they are in joint registration (a couple) at your local motor vehicle office. This could be the hurdle.
