Try www.seccionblanca.com.mx for individuals and www.seccionamarilla.com.mx for businesses. I've had mixed results with this. For one thing, to look up an individual, you need to enter both of their last names, which you may not know. Also, some cities, like Cd. Nezahualcóyotl right outside Mexico City, don't appear on the city list. The reverse lookup (find person by phone number) seems to have been wrecked by the change in area codes last November. But you just might find what you want, so give it a whirl.
