Renewing an FM3 in a different location

We have a friend that needs to renew his FM3 next week and is no longer living full time in the town where he originally acquired it. We have heard that he MUST return to his original city, where he still owns a home but what would happen if he renews it in the new location where he is renting a house? Are there any long range ramifications? He has no plans of moving back to the other town and does have comprabantes for the rental house. He would go to INM but it is a several hour drive from where he lives, just to find out the answer....otherwise, he would just go back to his original domicile.
Any thoughts? Thanks.

The rule is one must notify the new INM office within 30 days of a change of address.
So he should go to the local office where he now lives, endure the tongue lashing for bring tardy, and get his renewal.

and he will need to fill out a new Formato Básico.
