Let me see if I understand what you're trying to say. You entered with a foreign-plated motor vehicle on an FMT, which expires in November. You are in the process of obtaining an FM-3. You wish to retain the right to maintain and drive that foreign-plated vehicle under your FM-3. You do not plan to return to the U.S., at least for the time being. The car permit you now have will remain in full force and effect after the issuance of your FM-3. You do not need to surrender that car permit. Familiarize yourself with Section 106 of the Ley Aduanera, which provides that the car permit remains good so long as your immigration status remains good, whether under an FMT, FM-3 or FM-2 and during periods of its renewal.
