Planning permision for Cabanas (pallapas)

If I was to buy some beachfront land and build some cabanas, how hard is it to get all the regulations in place to rent them out?

I am looking in the large expanse of 'somewhere in between Mazatlan and Puerto Vallarta' although this is a loose hunting ground.

To buy an existing business may be too expensive, ideally I would build them all myself with local assistance so the building costs would be achievable. However I predict that the red tape may be too much and would take over a yuear to get in place. Is this true? I am wanting to build around six or seven basic beach palapas with maybe a bar.

If anyone has any info on this, please share with us all. Thank you in advance.
