I was waiting in line at US Customs in Nogales and reading El Imparical while moving my vehicle every few minutes ( what fun). I saw an article about a $300 franquicia. I knew that the $50 was changed to $75. Could this $300 be just for Easter and only for Mexican citizens??

Correct: only during certain periods and only for Mexican citizens.
