Thanks from us, too, Rolly. It appears that not much of anything is engraved in stone with the frequent "Yes, so far." answers. I guess we'll just have to wait and see. Our visa is to be renewed in March, so with the 3-4 mo. period that was mentioned, I'm doubting that anything will be "for sure" by the time we renew.

If I had the opportunity to ask someone who knows, two of my questions would be: Okay, we don't need to go through the renewal process every year--only every four years. We'll be required to submit a letter, however, which states that there have been no changes since the last renewal. What about fees? is one thing I would ask. I can't imagine their giving up that revenue!

The other question I'd ask is, What about vehicles? Currently (under the old FM3), we're permitted to have a vehicle here. Does that rule change?

Oh, and another--it appears that the fee for the former FM3 and FM2 (now combined into one visa) will be the same--the rate of the old FM3.

Who knows? We'll keep watching and waiting.

From a lawyer who posted on another board:
"Early indications are that you will be able to renew for periods of one to four years with costs being $3,130 for a single year; two years for $4,690; $5,940 for three years and $7,040 for a four year visa."

Aduana makes the car rules. INM has nothing to do with cars.

The new regulation implementing the recently passed Ley de Migración has not been published yet. Although there have been numerous internet posts claiming updated information and changes, do not be confused by them. Until the new regulation is published in the DOF, the old laws, rules and terms are still in effect. The fees have increased effective the first of the year.

Derecho por Servicios Migratorios Ordinarios (D.S.M.O) lists the updated fees (in NMP) as of Jan 1, these fees are structured using the current Prórroga and Refrendo terms. The following is a recap of the most used procedures:

Procedure 2011 / 2012
Changing from FMM to FM2/3 N$491 / 550
Prórroga for FM3 N$1294 / 1451
Refrendo for FM2 N$2801 / 3140
Declaration of Inmigrado N$3414 / 3828
Processing fee for Inmigrado N$892 / 1000
Registro Nacional de Extranjeros N$669 / 750

Is there a requirement to start the application for a temporary resident visa at a consulate before moving down?

The law seems to say that, but the final rules will spell it out in detail.

I have to renew my FM2 in May if I can pay 3 or 4 years in advance that would be great,save a lot of time and money,has anyone done that?

It's good to read this one employees and Head of a city office or not, he is still an employee and CHA well with all the "so Far" and "Yes, more or less" answers really are up in the air. As far as one cn really tell it appears the only known facts today are the new fees and the combining of the old FM3/no Inmigrante and FM2/Inmigrante visas into a new Temporary Resident visa.

It would be nice if she would now contact Aduana and see what she can learn about car licenses as they will apply to the new "Temporary Resident Visa's and the new Permanente Immigrant Visa status. This, I would think would certainly be a big determining factor of a lot of folks.

I was getting ready to buy a different vehicle of an age that I could import reasonably enough, but now I think that waiting until Aduana catches up with INM. I think a big enticement for INM would be to get together with Aduana and set a separate rate for folks coming into Mexico on a Permanent immigrant visa and make it more realistic. This would also bring a better quality and safer vehicle into Mexico. But I guess that is just "pipe dreaming"!!!

The 2-3-4 year option may come up with the new regs but is not offered now.

This was just posted on TomZap but the rest of the post was confusing about when and how to do it

I am going to apply to have my immigration status changed from FMM to FM3. Most of the posts talk about filling out a form on line and then printing it out. I have a computer but no printer. My question is, can I make application in person, and fill out the form in the office? Do I have to do it on the computer? I will be making my application at the Bucerias office. Anyone have information about what documents are required here? thanks

Some offices have computers for applicants to use. But a printout is not absolutely required. What is required is the file number that will be generated by the online application. If you take that number to the INM office, they can call up your application. If you have a memory stick, you can take the file to an internet cafe to print it. It will be a PDF file.

OK so I made my application to change immigration status from FMM to FM3 (old system still in place) in the Bucerias office. It was a snap, only take a book and get there early. they close at 1:00. I completed the form on line and DID NOT PRINT IT OUT, but saved the file number. They pulled it up in the office. I did have to fill out as second form referred to as the BASICO. Ask for it when you arrive so you can fill it out while waiting.
I needed:
a photocopy of the front pages of my passport
the required photos (they take them 2 door down from the office, and there is a copy machine also)
and electric bill to prove residence
and copies of the last 3 months bank statements.

With all these he gave me a form and told me to go to the bank, where I paid around 500 pesos (maybe a bit more)
then I went back and he gave me another paper with website where I check to see if my card is in. I will have to make one more trip to pick it up and I think I have another fee as it is my first application. It was easy. All you need is time!

Now my dilemma is how do I get my car permit extended so I do not loose my deposit. Anyone have updated ideas on that one???

Nothing has changed here (yet?). Once you have acquired your FM3 status, you must go to your local Aduana office within 15 days (or maybe it's 30) to notify them of your immigration status change. Not doing so will cause your deposit to be forfeited and will also make your car illegal. Your TIP (temporary vehicle import permit) will then be associated with your new immigration status and will be good so long as your visa remains valid, including renewals.

But these days you do need to notify Aduana that your visa has been renewed for another year - and in order to have time to do this and safeguard your deposit, you need to start renewal on your visa right on the 30 day prior to expiration mark.

what do you mean by 'local aduana'? From other postings I understand that the one in PV cant/won't do it? and do I have to go in person??

Thanks Rolly, I have read your post. But I have also read others who said they DHLed the letter and never heard anything back. I was just hoping to hear from someone who had satisfactory results with a letter. Can I mail to the Aduana in Guadalaraja also?

I wouldn't trust mail or DHL. Here's the proceedure in Manzanillo from the TomZap board

For those caught in this Catch 22 situation here is the process to follow to keep from loosing your deposit.

1. You need to have renewed your visa and still have at least 2 days before your present deposit term expires.
2. You need to take all the documents below to the main Aduana building in Manzanillo (directions below documents list).
3. You need to go into the Aduana building and go to the center kiosk. There you will be asked to present your documents and will speak via telephone to a customs agent to confirm that you have all the necessary forms with you. Then you will be given 3 copies of a customs form and these need to be filled in (simple information only required), be sure to take a pen.
4. With this form complete you will be directed to the customs processing windows in the corner of the building. When asked present all your forms which will include 3 copies of the following:
A. The forms you just filled out at the center kiosk.
B. The Importation Deposit form you received when you entered Mexico and paid the deposit (I also had my Banjercito receipt but was not asked for that).
C. Your currant FM 2 or 3 visa, both sides copied.
D. The photo page of your passport. (I did not have mine but they processed my forms anyway!)
E. The sheet you received when you imported your vehicle that had the windshield decal attached.
F. Your vehicle registration
So that should be a total of 18 sheets to feed the jaws of the Aduana paperwork monster.....

For those who live Lakeside, Spencer's office will prepare the letter and take it to Aduana at GDL for $250 Pesos. Shortly after they delivered by letter I rec'd a copy of a letter that GDL Aduana sent to Nogales Aduana (where I got my TIP) advising them of the details. A couple of weeks later I rec'd a registered letter from Nogales Aduana clearly stating that my TIP was good thru the exp. date of my Non-Imigrante Credencial.

I think it is quite a bit more to get an FM3. I have an FM2 (old terminology, I know) and it is MUCH more.
