Mexican Birth Certificate

My Mexican grandparents, I am told, registered the birth of my mother in both the USA and in the state of Sonora (Nogales), Mexico. I would like to trace down this registration, but have been unsuccessful in locating the State of Sonora office for birth registrations. Any directions or suggestions on how to locate the document would be greatly appreciated. Muchas gracias!

I don't believe the states have an office to record births. Check with the Registro Civil Department in the city where her birth was registered.
