Leaving/returning to Mexico with FM3 photocopy.

Currently INAMI (Immigration) is in possesion of my FM-3 in order to "renew" it. They will be in possesion of it for 3 to 4 more weeks because they are backed up. The FM-3 is still valid until 1/24/04. Is it possible to go to Brownsville to do shopping for 2 days using only a photocopy of the original to re-enter Mexico?

The answer is no.

In order to leave while your documents are being processed, you'll need permission from INAMI. The charge for that permission is $225 M.N.

Here's what you need to do:

1. Write a letter of solicitude in the form shown below. Make a copy of the letter for your own file.
2. Obtain 3 copies of the SHCP form for payment of the fee.
3. Make a copy of your renewal receipt.
4. If flying, bring your original plane ticket along with a copy.

Now, go to INAMI, with those documents in hand. The regs provide a timeline of not more than 35 calendar days to process the request, but INAMI's always granted me the permission a day after the request is made. Last fall I had to ask permission, presenting the paperwork a week before my planned departure, and INAMI simply told me "Wait, because your refrendo should be ready before you leave, agreeing to process the permission if it wasn't ready two days before my departure."

INAMI will prepare a letter of permission for you, which you will present at immigration when exit and re-enter the country. You are obligated to return the letter, with the proper exit and re-entry seals on it to INAMI upon your return.

Yo soy declarando, bajo protesta de decir verdad, que no tiene proceso judicial pendiente ni orden de arraigo en contra.
