FM 2 renewal (inmigrado rentista)

I´ll be attempting to renew my visa in the next few days.
So far:
1.Tried to print the form required on the internet. It would not print despite the admonitions of turn off pop ups, new pdf, etc. Finally gave up and printed the screen view and the supposed document number needed to deliver to the Migra office.
2. E-mailed Migra to complain. They responded wanting to know my computer configuration. I supplied it. They responded saying they'd send me a printable version. Never did.
3. Called Migra Veracruz to find out exactly which documents I would need to renew because the rules changed this year.
a) was given a Mexico City number to call, which told me to call Veracruz.
b) was transferrred to a licenciado who wanted to transfer me to someone else and failed.
c)third call - again wanted to transfer me, but I begged and was told I can find all the info on the migra web page (bullshit)
but did find out I only need 1 frontal photo, estilo infantil (which I presume means small), black & white, on a white background. No letter requesting permission would be required.

Cautiously I have, as usual, copied my entire passport, my entire existing FM2, my electric bill, my bank statements, copies of assorted other documents and wrote a letter similar to what Rolly suggested.

I have also composed my shopping list, because Catemaco is fairly far from civilization, and have also placed a bet with my local bookmaker that because 4 out of 6 times, I had to make 3 trips to Veracruz (4 hours away) to attain my visa, I again plan to make three trips. Great for Xmas shopping.

OK, they lied to me again. not on purpose, just general incompetence. I fortunately had all my ducks in order, except one.

These are the Veracruz City rules for renewal of an old FM2, which is now called "inmigrante", and only applies to those holding an old FM2. Although there a federal rules contolling the application, individual offices tend to throw in their own wrinkles. Beware!

1. You must start the application on the internet.
Many have a problem printing the application. Copy down the number that appears before being asked to print the form.
The immigration office will then pull the form and print 2 copies.
2. A filled out old FMM form, if you don't have it, they will fill it out in the office.
3. Letter requesting renewal.
4. 5 photos, 2 front, 3 right profile, black and white preferred.
5. Proof of income (400 times minimum wage in Mexico City, in 2010, 57.46 pesos daily, total 22,984 pesos per month.

No copies of all passport pages, nor all FM2 pages. (I suggest you make a copy anyway if you are on your way to imigrado)
No proof of residence (unless you changed it).

You then get to pay 2801 pesos, and make 3 copies. They keep the original and give you a copy.

You will then get your NUT (número único de transmite) which allows you to track the status of your application on the internet.

I was attended by a licenciada who has handled me for about 4 years. She was courteous and quick, and got me in and out within less than an hour. Unfortunately they changed phone numbers this year, and gave me the run around on their switchboard the day before.

Offices are closed Dec 20 to Jan 3.
Next comment middle of January.

2. A filled out old FMM form
FMM, the tourist form, formally called FMT? Or do you mean the old FM1, now called Formato Básico?
That would account for the larger number of pictures than usually required for a renewal.
Did they want the personal data page from your passport?
Were they picky about the wording of the request letter?

2 front and 2 profile pics for the application and I guess the inmigrante booklet, 1 for the laminated card.
I believe it is the new "Formato Básico", although I did not see the printed version, basically it adds religion, height, weight and some other details. My attendant filled it out for me and then entered it into the computer.
No they wanted no copies of anything aside from money sources. Data from the passport was verified visually.
I modified your letter and had no problems:

A: Secretaría de Gobernación
Instituto Nacional de Migración
Delegación Regional Veracruz

ASUNTO:
Prorroga de visa (number) expediente RV/LVR/....., expiración 22 dic. 2010.

Por medio del presente, yo, Don Gringo, solicito una prorroga de mi visa de inmigrante rentista para vivir en México de mis propias recursos traído del extranjero.

Yo bajo protesta de decir verdad declaro que mantengo las mismas condiciones y actividades realizadas bajo las cuales me fue concedida mi característica migratoria de inmigrante.

Muchas gracias por la atención que se sirvan prestar a la presente.

The requirements do vary. In Leon my partner just got his inmigrado card (after 5 years of FM2) and they required no proof of income, just the front page of his passport, and the photos were in color (I think color photos were required). The final product is a very cheap laminated card that could be counterfeited with great ease.

And in LaPaz, BCS, photos are still in color but in a smaller size (infantil) to fit the card. I renewed my FM2 in October and submitted the new internet application form and formato básico plus the same other stuff I've always submitted: passport and copy, FM2 book and copy, water bill, last three bank statements, payment receipt, and a letter requesting the renewal.

The only thing that messed me up was that the agent didn't give me the bank payment form as usual, and I forgot to ask about it. Once I remembered, I used the online one, but not submitting it with my file cost me an extra trip to INM. Oh well, could've been worse.

In answer to Rolly's question, my office wasn't fussy about the letter. I forgot that we were supposed to insert the "swearing to tell the truth" clause and just used the same letter as in previous years. They didn't say anything.

I took my time, but I finally returned to pick up my renewal visa.
Required 8 signatures on documents of which I only received one. (The CURP number).

This may only apply in Veracruz:
Photos are acceptable in black and white, or in color, 2 front , 2 right profile. (Shoot the left profile, too, in case you have conflicting opinions.)
Note: I took the photos a few weeks ago and they stuck together permanently, and I had to run around Veracruz for 2 hours to get 2 new right profile pics. Store photos individually!

Proof of income: I am out on a limb on this one.
On my original visit it was demanded. ( I showed them my originals but did not leave them). When I returned for the visa, I asked whether they want my proof of income . They, (including the office boss) replied, if you have it, we will attach it to the application. I said "Forget it" and never gave it to them.

Of course next year i will have to appear again with two new front pictures, and I will also have, but not display my proof of income.

So now I have a pretty new inmigrante photo ID that any forger in junior high coud duplicate.

Hi Rolly,

Just renewed mine this past week. They indeed do want the 5 photos. I personally saw four of the photos being used on two different forms. The fifth photo was used for the new plastic card as they no longer have the small gray booklet.

On our letter I was directed to simply put that we had moved to another state (Queretaro) from Tamaulipas and requested the new FM 2 s it was time to renew. It was a very fast process. I was told to look on the computer in eight days or so and then come to the office when directed to do so. We actually got the notice in seven days, and at the office they simply asked to review the forms to make sure all was correct. They went about pasting the photos and taking a thumb print of both thumbs and made out the card, had me sign the book and presented me the card. Had to bring a receipt from the Banamex bank to show we had paid the fee. It was simple and fast.

robt65, Are you sure they told you eight days? Or did they tell you a certain day "en ocho", e.g., on a Tuesday, the next Tuesday would be "el martes en ocho."? That is just idiomatic Mexican Spanish for "next Tuesday" (on a Tuesday, naturally).
