FM3 and Car Permit expiration?

Reference: highway & traffic police and Gringo Bingo:

The latest twist to traffic stops/mordida solicitation, is the threat to impound the car because the windshield sticker is expired, even though we all know that it's good as long as the FM3 has been renewed. Still, the sticker says it's expired!

Does anyone have any Official Document (preferably in Spanish) stating clearly that car stickers are automatically renewed when the FM3 is? It would be so nice to have that to present to the "officer".

Thanks for posting that, Rolly. I put a copy in my car 2 years ago when I took it to Mexico. The article rather obliquely addresses my concern, and the "officer" I showed it to claimed not to understand. I was hoping for a clearer and definitive statement.

In lieu of that, I think I'll put a red border around that section for when I get stopped again! (inevitable in Puerto Vallarta with California plates!)

The traffic cop is fully aware that he has no authority to do anything in the area of Aduana regulations, which is where the "sticker" issue falls. He is counting on the fact that some foreigners aren't aware of this rather important detail. Ask him to accompany you to the local Aduana office and see how fast he takes off. Aduana folks have their own authorities who drive around checking for irregularities in import permits (or lack of). They are the ones who seize vehicles which are illegally in Mexico, or not adhering to the laws they lay out for foreigners. (ie: allowing a national to drive your temporarily imported vehicle without you in it).

Does anybody know where the aduana office is in Puerto Vallarta area?
