Does police have the right to stop me and ask for migratory papers?

This has happened to me on multiple occasions. I'm either just driving without doing anything wrong or even just walking in the street and the cop car pulls up. Do they really have the right to come up and just start to ask me for papers and a bunch of questions or are they just bullshitting me? Also, what is the penalty for not having the visa with you? The few times when I don't have them with me they threaten me to throw me in jail and deport me. For instance, once the federales caught me in a roadblock. I didn't have my papers so I asked how much they wanted for letting me pass. They asked me how much I would like to offer and I told them 100 pesos. They just laughed and told me to give at least 5000 pesos. There was no way that I was going to pay up so I just waited it out while they decided what to do with me. After about two hours of threatening me with various things they just let me go without taking any money. Another time was even worse, my girlfriend had to show her breasts to the officer in order for them to let me go. She was stupid enough to go along with it too.
