I would have serious doubts about a Customs Broker in Cancún knowing the mensaje rules. Check with a Customs broker on the border, as they are more likely to have handled mensajes. And Customs Brokers don't know everything, not by a long shot! When I brought a shipment of 750 new books into México (at Nogales), the Customs Broker was going to charge me duty and IVA. I had to instruct him that books (from NAFTA countries) have no duty and books in México have no IVA. He looked puzzled, went into his office and either called someone or looked it up, and a few minutes later came out and said yes, I was correct. Although I came to México with the clothes on my back, a suitcase and my dog, so have no direct experience with the mensaje, many, many folks in Mazatlán that I know have come in with one, and they have the same thing to say that Rolly posted.
