Do we need an FM-3?

Am I right in believing that, even if my wife and I have FM-3s, we can skip getting a Menaje de casa, and simply pay the 17% customs duty on anything we bring into Mexico, as do people with FM-Ts, that is not part of normal allowable tourist possessions?

We are planning to come in January, but have figured that the duty we would pay on such items is still less than the CDN$172.35 that the Mexican Consulate in Toronto charges to validate a Menaje de casa.

I'm not sure about the 17% part, but you can bring your things without a menaje. EXCEPT you cannot bring a used desktop computer without a menaje. You can bring a laptop duty free, but not a used desktop. So if you have a used desktop that you want to bring, you should rethink the menaje question.

I read about people having various FM-? things, but no where do I read what in the world they are, neither which kinds allow you to do what. Just what are these things?

"FM" stands for "Forma Migratoria," of which there are many variants -- for tourists, temporary residents, retirees, businesspersons, ministers, journalists, dependents, and students. A description of each category and the qualifications for each can be found at INAMI's website at http://www.inami.gob.mx.

Yes the duty is 17 %, but if the total value is over $1000.00 they can make you get a customs broker. If that happens the duty is not 17%, but rather the applicable rate for each item . I think that goods that are Asian carry about a 50% rate. The broker could have you make out seperate papers for each item. A real nightmare! They get to decide the value of your goods.
