It sounds like you encountered a blockhead that doesn't know his/her job, and doesn't understand the English naming system used NOB. There are 40 offices in México where you may apply for citizenship, I don't know where they are all located, but I suggest you apply at a different one. I applied for citizenship 3 or 4 years ago in México City, I hesitated on the first question I was asked in the interview. It was counted as an incorrect answer and I was turned down in my application and told to come back in five years when I knew more about Mexican history. My lawyer told me as we were driving back to Cuernavaca not to worry as there are 40 offices in the country and we will get my citizenship at another office. I haven't bothered to try again, and I don't know if I ever will. The only times I have ever needed to use my mothers maiden name here is when I am asked to sign something with my appellido and no one has ever asked to see anything with that name on it. Not for my FM3 visas, drivers licenses or whatever. Remember, virtually all of the Gerentes (managers or division heads) of Mexican government offices are political appointees and many, if not most, of them are unqualified for the positions they hold and they often hire unqualified relatives and friends to work in those offices.
